Sivets Viktor Nikolaevich and Russian oligarchs. Sivets Viktor Nikolaevich. A new product has been launched into mass production - cookies “Oatmeal with raisins and peanuts”

State forestry covers 10 million hectares of forest, and 60 thousand people work in the industry. And the industry’s products are able to provide jobs in Ukraine for tens of thousands more people... But this is if we think in government categories, and not in “kickbacks” from every cubic meter sold abroad.

Mysteries of biography

The biography of Viktor Sivets is unusual for an official of his level.

Judge for yourself. Viktor Nikolaevich Sivets was born in Kyiv on August 18, 1970. According to his first diploma, the country's chief forester is a physical education teacher: in 1992 he graduated from the Kiev Institute of Physical Education, while simultaneously playing for the USSR national water polo team (international master of sports).

The next public milestone in the biography of the “chief forest officer” was that in 1998 he graduated from the Moscow State Institute of International Relations of the Ministry of Foreign Affairs of the Russian Federation (specialty in foreign economic activity, qualification in international economics; fluent in English and Croatian). And from the same year, 1998, he actually headed the management of the Parquet House company, which immediately became a leader in its market niche in Ukraine.

In light of this fact, the biography of V. Sivets can be looked at from a different angle. Quite justified in light of the campaign that has started in Ukraine to “squeeze” pro-Russian officials and even proteges of the Russian special services from responsible government posts.

For example, it is known that it was the graduates of the Kyiv Institute of Physical Education from 1986-1991, who achieved high performance in sports and possessed the necessary strong-willed and moral qualities, who became the object of recruitment by the USSR Ministry of Internal Affairs and the special services of the Soviet Union (KGB, GRU MO). After completing the necessary special training in specialized educational institutions, these excellent Komsomol athletes were infiltrated into various spheres - from the criminal world to public service. Since the personal files of special agents (employees) were at the disposal of the Lubyanka, it is not surprising that after the collapse of the USSR all these personnel began to work for the special services of the Russian Federation and in the interests of the latter.

How and why Viktor Sivets received a second higher education at the Russian MGIMO, which is not easy for even the children of the Russian elite to get into, is a mystery. How surprising it is that V. Sivets went for a second diploma at the age of 24-25 – several years after he graduated from the Kiev Institute of Physical Education... Such “zigzags” in the biography give reason to talk about its possible “legendization”.

It is interesting that the only person who publicly “signed” for V. Sivts, when clouds began to gather over the latter’s head due to a whole series of corruption scandals, was Vladimir Sivkovich, a career intelligence officer of the Soviet school, a political “vassal” of the SDPU(o) leaders, “exiled” by the leadership of the Party of Regions to the National Security Council - away from real affairs and decision-making centers. “He is 38 years old, he is an international master of sports in water polo, he also played in the Union team. This speaks of his perseverance and ability to achieve goals. In the civil service, he built a strict management system, created…” - well, etc.. It would be better if they gave the floor to Patrushev...

Meanwhile, Viktor Sivets’s work as chief forester was marked by another loud scandal: his subordinates, the heads of regional divisions, spoke out against him. They sent a letter to the Prosecutor General's Office, the SBU and personally to the President of Ukraine with a complaint that V. Sivets forced them to sell timber through intermediary companies that paid 25-30% less for timber than others. And then this same forest went to foreign companies, but at a market price.

But checks by the prosecutor's office and the police again led to nothing.

Because by that time V. Sivets had secured high patronage in the Party of Regions. After his dismissal, the country’s ex-chief forester did not remain without work, becoming the executive director of Active Development Ukraine LLC... From there he was sent to the post of deputy mayor of Kyiv under an unofficial PR quota when Leonid Chernovetsky was mayor of the capital. And from the post of deputy city manager, V. Sivets returned to the State Forestry Agency.

Let us recall that the so-called State Forestry Committee is the central executive body that manages, regulates and controls the country’s forestry and hunting sectors. The former head of this department, communist Nikolai Timoshenko, once said in an interview: “At my presentation, Alexander Turchinov said that now there is no more valuable government position than the head of the State Forestry Committee. They offered 250 million for it.” Who offered it to whom – N. Timoshenko never explained...

State forestry covers 10 million hectares of forest, and 60 thousand people work in the industry. And the industry’s products are able to provide jobs in Ukraine for tens of thousands more people, increasing the competitiveness of Ukraine as a state in world markets. But this is if we think in government terms, and not in “kickbacks” from every cubic meter sold abroad.

Forest for Medvedchuk

When it comes to actually defending state interests, Viktor Sivets is not heard. As, for example, in the case of the actual privatization for a period of 49 years of the first-class Smerekov forest... by Viktor Medvedchuk.

The story is like this. In March of this year, 2013, the governor of the Transcarpathian region, Alexander Ledida, “gave” Viktor Medvedchuk 63.6 hectares of Transcarpathian forest. Officially, the site has been allocated “for temporary use” for a period of 49 years, reports Zakarpattya Online. The price for long-term use of part of the forest “for recreational purposes” is not indicated in the document, although it is said that it is not withdrawn from the state enterprise “Volovetsky Forestry”. The latter is strongly encouraged to enter into an agreement with the SPORT-TOUR company, which has been allocated 63.6 hectares of forest.

It is known that the limited liability company “Investment Company” SPORT-TOUR belongs to the sphere of influence of V. Medvedchuk. Its leader, Sergei Grin, who is a deputy of the Simeiz City Council from the Party of Regions, is also the official representative of the Medvedchuk brothers’ foundation. It was this company that organized land and property “for Medvedchuk” in the territory in Crimea, where Medvedchuk not so long ago received his godfather, Russian President Vladimir Putin, at a time when Viktor Yanukovych was waiting for him for a meeting at his residence.

In addition, on the territory of the Zhdeniivsky forestry - actually adjacent to the 63 hectares of forest received - there is Medvedchuk's dacha, which was once built under the guise of a base for FC Dynamo. And where the wood finishing was done by “the same” “Parquet House”...

It is clear that without the sanction of the State Forestry Agency, V. Medvedchuk, a connoisseur of the “Russian world” and Ukrainian forests, would never have become the actual owner of tens of hectares of forest.

OFFICIALLY

“The Control and Audit Department of Ukraine discovered violations and abuses in the work of the State Agency for Forest Resources amounting to tens of millions of hryvnias, which were committed under the leadership, and in some places, on the direct instructions of the head of the State Forestry Agency, Viktor Sivets. This is evidenced by the materials of the audit of the agency by KRU employees, which took place from 08/29/2011 to 09/23/2011 on behalf of the Prime Minister of Ukraine Mykola Azarov dated 08/17/2011 No. 40145/0/1-11 on the basis of the order of the GlavKRU of Ukraine dated 08/26/2011 No. 224 .

In addition to well-known violations of current and anti-corruption legislation during the purchase of portraits of the President of Ukraine by state forest districts, violations were identified in almost all forest districts subordinate to Viktor Sivets. As in the case of portraits, most violations are subject to protocol orders from the chairman of the State Forestry Agency.

During the inspection, the authorities of the State Environmental Inspectorate of Ukraine accrued losses in the amount of UAH 6,685,000, the total amount of losses for 2011 is UAH 18,751,172. At the same time, the damage caused to the state could be tens of times greater, because the head of the State Forest Agency, Viktor Sivets, contrary to the instructions of Prime Minister N. Azarov and the current anti-corruption legislation, did not provide the KRU for inspection with information on the availability of forest management materials in forestry enterprises and data on the use of the logging fund by the State Forestry Agency.

The KRU also established that V. Sivets does not comply with the Decrees of the President of Ukraine on the creation of new and expansion of the territories of existing institutions of natural reserve fund of national importance, issued during 2009-2010. At the same time, losses caused to the state by the illegal use of wildlife amount to 1,383,750 hryvnia. In addition, KRU identified losses for the illegal use of wildlife in the amount of 10,512,000 hryvnia.

The amount of damage caused by illegal logging amounted to UAH 16.1 million. About 50% of illegal logging is carried out by unidentified persons. Most violators are not detected by investigative authorities. In the Ivano-Frankivsk region alone, the state suffered losses of 2,267,201 hryvnia.”

Someone should answer for this?

Residents of the occupied Crimea, who previously vacationed at the More Hotel, its frequent guests were the wanted ex-head of KievUniversalService LLC (the so-called “ZhEK Mezhyhirya”) Alexander Fainitsky, former deputy secretary of the National Security and Defense Council of Ukraine Vladimir Sivkovich and the ex-head of the State Agency forest resources of Ukraine Victor Sivets.

“I was amazed when I saw these comrades here. Vladimir Sivkovich comes to rest with his family. Alexander Fainitsky was literally last week,” an interlocutor who returned from a vacation in Alushta told the Center.

According to guests of the More Hotel, the former head of the State Forestry Agency Sivets is not just relaxing there, but is applying for the position of general director of the hotel.

Yanukovych’s “forester” Sivets generally behaves like a boss. The staff is discussing that he is aiming for the position of the general director, but so far there is no such order,” said a source from the Center.

Alexander Fainitsky

The ex-head of KievUniversalService LLC, Alexander Fainitsky, was involved in a scandal involving the theft of the fleet of fugitive President Yanukovych. The GPU also informed him of suspicion of involvement in the illegal transfer of the Sukholuchye hunting grounds in the Kyiv region to Yanukovych.

The Security Service of Ukraine has put Fainitsky on the wanted list. He is charged under Article 191 Part 5 of the Criminal Code of Ukraine - misappropriation or embezzlement of someone else's property that was entrusted to a person or was under her jurisdiction.

- one of the main suspects in the dispersal of the Maidan on November 30, 2013. From March 11 to October 13, 2010, he served as Deputy Prime Minister of Ukraine. From October 2010 to December 2013 - Deputy Secretary of the National Security and Defense Council of Ukraine. On February 19, 2014, Sivkovych was returned to his position, but on February 28, after ex-President Viktor Yanukovych fled the country, the Speaker of the Verkhovna Rada, acting president Oleksandr Turchynov fired him.

Former chairman of the State Forestry Agency during the presidency of Viktor Yanukovych, Viktor Sivets, together with his wife, are suspected of laundering proceeds from crime and receiving bribes. The investigation by the Prosecutor General’s Office established that the former official, in a preliminary conspiracy with his wife and other unidentified persons, in 2011-2014, systematically received bribes from foreign business entities for the opportunity to purchase timber and forest products in Ukraine for a total amount of more than a million hryvnia, which were subsequently withdrawn to

Crimeans in February 2014 put forward a complete renewal of management personnel as one of the main demands for the new government, which came with polite people.
Starting from village councils and ending with the leadership of the Council of Ministers.

I remember very well how at the beginning of March 2014 the entire center of Simferopol was flooded with ordinary people rejoicing at the return of Crimea to Russia. Ordinary people unanimously supported the demand to return Crimea, and carried the latter to the militia headquarters, starting from old coats and jars of jam, ending with diesel generators.
And the deputies and ministers crawled away like cockroaches, and their appearance in April 2014 was clearly visible from the tanned faces that suddenly appeared in the reception room of Aksenov and Konstantinov and in the cafe between them.
By July 2015, the bewilderment of the Crimeans grew into open complaints against Aksenov - the entire pack of thieves from the Party of Regions successfully replaced the yellow and black ensigns with St. George ribbons, and they all embraced Orthodoxy and patriotism.
There is no greater Russian patriot in Crimea now than a Crimean official from the Yanukovych school.

If you analyze the composition of ministers and deputy prime ministers of Crimea, you will see that everything has returned to normal. The feeling that Ukraine successfully continues to govern Crimea becomes confident.

In confirmation of Aksenov’s wise policy, I would like to give one last example - the appointment of another leader from Kyiv, appointed by both Yushchenko and Yanukovych to manage all the forests of Ukraine.
As a result of his work, Moldova practically lost the Dniester, which supplies drinking water to the center of the country and Chisinau. The reason is the total deforestation over the last decade in the Carpathians, from where the Dniester flows. No forests - no water in the Dniester.

This powerful leader, who has already had a criminal case opened in Ukraine for causing damage worth 140 million hryvnia, has now come in handy in Crimea.

Sivets Viktor Nikolaevich. Meet me.

But check out the biography of this powerful leader, he replaced Lenya Cosmonaut as mayor of Kyiv
:

And here is the criminal on the right of Viktor Sivets, as they say in Ukraine:

Of course, in all of Crimea there was not a single person who could become the director of GUP, and something tells me that it is the stolen money that is now in Crimea that is both the key to obtaining positions in the top leadership of Crimea, and recognition of merit - it was stolen and not went to jail? Handsome, let's make you the director of a state unitary enterprise for $100,000?

It is thanks to this personnel policy that Crimea is now in a pre-catastrophic state. They will not engage in the revival of Crimea. They have completely different tasks.
Which? Answer this question yourself.
